Budget Initialisation

Copies each tool's annual budget from the source year to the target year. Tools already budgeted in the target year are skipped unless overwrite is enabled.

Does not affect actual costs, LE forecasts, allocations, or tool settings. A confirmation prompt will appear before any changes are made.
